The agreement, signed in the Russian Black Sea resort of Sochi, would undertake new investment in the Kara Sea of the Russian Arctic and a Black Sea project, according to a joint statement from the two companies. The deal was signed by Rosneft and Exxon executives in a meeting attended by Prime Minister Vladimir Putin and Exxon Chief Executive Rex Tillerson, according to the press release.

Rosneft’s global agreement with Exxon is a setback for BP Plc (BP.LN), which had sought to work with the Russian state-controlled company in the Kara Sea but faced determined opposition from its partners in its Russian joint venture, TNK-BP.

BP declined comment Tuesday afternoon.

Meanwhile, the deal marks a victory for Putin and his deputies, who have sought to lure a global oil giant with offshore expertise and technology in order to develop fields in the Kara Sea and elsewhere in order to boost Russia’s oil production, which has leveled off at about 10 million barrels a day.

Exxon already works in the Sakhalin-1 project on Russia’s Pacific Coast and earlier this year had signed a Black Sea agreement with Rosneft.

Workers from Rosneft and Exxon will develop a Arctic Research and Design Center for Offshore Developments in St. Petersburg, Exxon said.

The companies will work on blocks 1, 2, and 3 of the East Prinovozemelsky project on the Arctic shelf, the same project offered earlier this year to BP in an abortive deal that had involved a share swap with Rosneft.

Exxon will get a one-third equity interest in both the Prinovozemelsky project in the Kara Sea as well as in the Tuapse Block in the Black Sea, with Rosneft holding 66.7%.

Tuesday’s Exxon partnership will allow Rosneft to gain an equity stake in the U.S. company’s exploration projects in the deep water of the Gulf of Mexico and certain oil fields in Texas, as well as other projects, Exxon said.

Royal Dutch Shell PLC (RDSA.LN), which has also held talks with Rosneft about Kara exploration, declined immediate comment on the Exxon deal Tuesday afternoon.

Peter Hutton, analyst at RBC Capital Markets, said the Exxon deal was a major setback for BP and Shell.

“This is as much a blow to Shell as to BP,” said Hutton. “I think BP knew it was lost, that the opportunity was gone.” But the exploration opportunity in the Kara Sea remained for other companies, “in a package that was available, offered and quantifiable” he added.

Rosneft climbed 1.4% to RUB224.10 rubles in Moscow. Exxon shares are off 1.03 or 1.4% to $73.06.

Despite the regular promotions, the share price of Sunrise Consulting Group, Inc. (PINK:SNRS) cannot even reach its par value over the last three years. Since yesterday afternoon, however, the news about SNRS has been “setting newswires on fire” all over the world, at least according to the new trading alerts of the stock’s new promoters.

After SNRS dropped back down by 50% to its usual $0.0001 price per share yesterday, a new press release from the company and several more stock promoters will try to lift it up again today, to the also usual $0.0002 level. Two of the promoters disclose no compensation, one promoter got 1.5 million free trading shares of SNRS. For a stock with an average dollar volume of $10,000, that amount can hardly be of any importance on the market, even sold at the higher $0.0002 price per share, or even at the unreachable 52-week high of $0.0005 for a total of $750.

The company’s latest announcement says that it is now going to manufacture solar chargers for iPod and iPhone that will carry the “Made for iPod” and “Made for iPhone” logos, certifying that the products have been approved by Apple. As soon as the “big news” reaches traders over the globe, respectively the subscribers of the promoting newsletters check their in-boxes, the shares of SNRS might actually experience their star breakout.

Unlike the promotions, Sunrise’s latest disclosure statement does not give any other reason to expect any breakout soon. Potential buyers of SNRS solar-powered devices over the company’s still non-existing e-commerce web store will definitely experience some problems, unless the company finally updates its website. More time will be needed in any case to sign the planned distribution contracts, but until then Sunrise’s business will not need more than its current $100 per month office space, paid on a month-to-month basis, and no more employees than its sole officer, President and Director Mr. Raymond Chin.

Mr. Chin is also a modest person. He started working for the company in the middle of October last year, and has not received a single dollar compensation for his work last year. The only thing he got was 10 million shares of SNRS convertible preferred stock, which represents only 1% of the company’s voting rights.

After the latest jump up on investor alerts and paid analyst coverage and the following rapid jump down, Silver Falcon Mining, Inc. (OTC:SFMI) stock performance has not changed much. Those who believed that after the company “commenced operations” in May it will start selling gold and silver immediately must be still in despair.

Yesterday, SFMI closed 2.35% lower at $0.166 for a share on a near the average trading volume. The latest event with considerable effects on SFMI stock dates back to the end of September. Then, the initiation of some analyst coverage was announced and it involved the preparation of a research report that gave a six to twelve months price target of $1.25 and a long-term target of $2.50 for SFMI shares.

It is not unusual that the CFA who prepared the report was paid with $8,500 for his work, disturbing however is the fact that he was paid by the company itself, which makes it somewhat doubtful if he was able to remain unbiased in his unbounded optimism about SFMI future prospects.

At the time the coverage was announced, SFMI was just making one of its rapid jumps, a day later the last known trading alert was sent. In it, the alerting promoter mentioned the stock as one of this latest winning mining plays. But since that day, SFMI was not a winner anymore, falling down to its pre-promotional levels and losing almost half of its value within a day.

According to the last filed financial report of the company, it has begun “processing tailings left from previous mining activity” at its only mining site, located in War Eagle Mountain. For now, the plan is to collect mineral dore bars, from which first sales are expected to come as soon as enough of these dore bars are collected and get shipped to a refiner for final extraction of minerals. Exact dates are not given, nor possible value estimates, which makes it hard for traders to get an idea if or when SFMI will get profitable.

At the same time, still no investor for the needed $6.5 milion to start the actual mining of raw ores could be found, which along with the high dilution risks prevents long-term and stable gians for SFMI stock. At the end of June, the company had around half a million dollars in current assets, as compared to almost two million dollars in current liabilities. In addition come the $2.4 million in notes payable.

This is not the whole story. EVRN goes further and will compensate twenty five thousand dollars “Top gun stock picks” for the promotional campaign from yesterday.

The above chart clearly shows how quickly huge gains could be and how big the losses are if only a stock alert was the basis for decision to invest in EVRN.
